You need to get the front brake serviced properly. If you don't know how to do it yourself you have 2 choices. Read up on how to do it or take it to someone who can.
Very important that you don't ignore it.
what Fog said. you obviously do not know how the calliper works or how to fix it. just for information the back pad is on a sliding frame when the frame stops sliding the rear pad runs on the disk constantly and wears it out because of this the brake appears to be stuck on. and your only braking on the front pad. complete strip down and refurb required.
