Lowering the pegs will make them more prone to dragging than they already are. I wouldn't recommend it.
I guess an adapter plate could be made to relocate the whole assembly lower. Fitted to the existing frame mounts and a new set of tapped holes at the new desired location. People do that to raise them and move them rearward but I've never heard of lowering them, for the reason stated above. I really wouldn't do it.
