So my tank has a tiny rust spot on it. I mean tiny, like maybe a square millimeter... maybe. I kinda wanna get rid of it to stop it from spreading like rust does. I'd be happy if I could even leave it there and just put something on it so it doesn't expand.

Is there a way to do this without damaging the surrounding paint or am I SOL?

You could probably cheat a little and just clean the rusted spot with something like a dremel or some careful hands on sanding. Basically at a bare minimum you need to get all the rust off the spot and then cover it with some touch up paint or the like. If you don't get it completely cleaned out then you'll likely end up with the same problem in the not so distant future.
