yes it can be a problem. depends on the size of your feet or the riding boots you have. you can only adjust the lever so far without causing gear selection issues in top or btm. I had this same issue and cured it by modifying the lever. I worked out how far the lever needed lifting at the toe then removed the lever cut a V in top leaving the btm attached bent the V closed and welded it shut. problem solved.
