Stalling in cold weather...

It was 39 deg. this morning on my ride home. Just like last year, the bike wants to stall when you come to a stop. I figure its carb icing. Happens at temps between 35 -39 degrees, maybe colder too, but 35 is about my limit. Today it stalled in mid slow speed U-turn. The center stand, by the way, is the first thing that contacts the ground when you go down on the left side.  No damage save for a scratch on the center stand.
What can be done to fix this? Would opening the pilot screws make it better or worse? Any input is appreciated.

What is the stock idle speed supposed to be? (Warmed up, decent weather)
